~ enable synth buffering to fix fanout
~ add *buf_1* to no synth list
~ add attribute (* keep *) to the oscillator as dont

* move `gpio_control_block` libs to `./signoff/<design_name>/standalone_pvr/primetime-signoff/lib/`
