When requested by the core code (handle_breakpoints = true),
arc_resume() should be able to advance over a potential breakpoint set
at the resume address instead of getting stuck in one place. This is
achieved by removing the breakpoint, executing one instruction,
resetting the breakpoint, then proceeding forward as normal.
With this patch applied, openocd is now able to resume from a
breakpoint halt when debugging ARCv2 targets via telnet.
This has previously been committed to the Zephyr project's openocd repo
(see https://github.com/zephyrproject-rtos/openocd/pull/31).

Presently, we rely on gdb to restore break/watchpoints upon resuming
execution in arc_resume(). To match this behavior in absence of gdb
(more specifically, when handle_breakpoints is true), this patch
explicitly re-enables all breakpoints and watchpoints in arc_resume().
This has previously been committed to the Zephyr project's openocd repo
(see https://github.com/zephyrproject-rtos/openocd/pull/31).

Currently, instruction cache is being invalidated in
arc_{un,}set_breakpoint() regardless of whether the breakpoint's type is
HW or SW. For SW breakpoints, this has no net effect as the caches are
flushed as a by-product of overwriting instructions in main memory and
is thus merely unnecessary; but for HW breakpoints this invalidation is
not preceded by a flush and might lead to loss of data. This patch
removes the invalidate() call altogether to correct this undesired
behavior for HW breakpoints.
With this patch applied, all supported HW breakpoint tests from the gdb
testsuite are now passing with the arc-openocd backend.

Lot of messages was logged as LOG_WARNING, but the operation failed
immediately. Sometimes no error message was logged at all.
Add missing messages, change warnings to errors.
Sometimes ERROR_TARGET_INVALID was returned. Some command handlers
returned ERROR_OK! Always return ERROR_TARGET_NOT_HALTED.
While on it use LOG_TARGET_ERROR() whenever possible.
Prefix command_print() message with 'Error:' to get closer
to LOG_TARGET_ERROR() variant.
Error message was not added to get() and set() methods of
struct xxx_reg_type - the return value is properly checked and a message
is logged by the caller in case of ERROR_TARGET_NOT_HALTED.

The SPDX tag is aimed at machine handling and it's thus expected
to be placed in the first line in specific format.
Move the SPDX tag to the first line and fix it where needed.
The SPDX tag on files *.c is incorrect, as it should use the C99
single line comment using '//'. But current checkpatch doesn't

The 'set' variable name suggests a boolean data type which determines
whether a breakpoint (or watchpoint) is active. However, it is also
used to store the number of the breakpoint.
This encoding leads to inconsistent value assignments: boolean and
integer values are mixed. Also, associated hardware comparator
numbers, which are usually numbered from 0, cannot be used directly.
An additional offset is required to store the comparator numbers.
In order to make the code more readable and the value assignment more
consistent, change the variable name to 'is_set', its data type to 'bool'
and introduce a dedicated variable for the break-/watchpoint
number.
In order to make the review easier, the data types of various related
variables (e.g. number of breakpoints) are not changed.
While at it, fix a few coding style issues.

The use of 'void *' makes the pointer arithmetic incompatible with
standard C, even if this is allowed by GCC extensions.
The use of 'void *' can also hide incorrect pointer assignments.
Switch to 'uint8_t *' and add GCC warning flag to track any use of
pointer arithmetic extension.

Actionpoint mechanism allows to setup HW breakpoints and watchpoints on Synopsys ARC CPUs.
This mechanism is controlled by DEBUG register and by a set of auxilary registers.
Each actionpoint is controlled by 3 aux registers: Actionpoint(AP) match mask(AP_AMM),
AP match value(AP_AMV) and AP control(AC).
Note: some fields of actionpoint_t structure will be used in further
support of watchpoints.

With this commit we introduce L1 and L2 cache
flush and invalidate operations which are necessary for
getting/setting actual data during memory r/w operations.
We introduce L2 cache support, which is not presented
on currently support EMSK board. But L2 is presented
on HSDK board, which soon will be introduced.

In arc_poll() function we handle the cases, when jtag indicates, that
processor is halted, but target->state is not TARGET_HALTED.
In case, when processor was halted and target->state was TARGET_RUNNING,
we should save context. At the same time if target->state was TARGET_RESET
we do not need to save context.
