Polling the target makes no harm during PSoC 4 flash write in the current
OpenOCD code. Don't mask it.

With the old checkpatch we cannot use the correct format for the
SPDX tags in the file .c, in fact the C99 comments are not allowed
and we had to use the block comment.
With the new checkpatch, let's switch to the correct SPDX format.

When printing memory sizes standard ISO 80000-1 prefixes should be used.
Also a space should be added between any number and its unit according
to papers publication rules.

The same flag 'jtag_poll' is currently used as local data for the
command 'poll' and to temporarily mask the target polling.
This can cause unexpected behavior if the command 'poll' is
executed while polling is temporarily masked.
Add a new flag 'jtag_poll_en' to hold the temporarily mask
condition and keep 'jtag_poll' for the 'poll' command only.
While there, change the initial assignment of 'jtag_poll' using
the proper boolean value.

Replace the FSF boilerplate with the SPDX tag.
The SPDX tag on files *.c is incorrect, as it should use the C99
single line comment using '//'. But current checkpatch doesn't
allow C99 comments, so keep using standard C comments, by now.

Remove useless setting of the 'is_erased' flag after a flash
modification. Also, remove code that erroneously depends on
this flag.
Keep the flag for now since it is still used by the
erase_check() functionality.

There are ~900 Yoda conditions to be aligned to the coding style.

1) The API of "info" callback in "struct flash_driver" has been
improved. Fixed buffers for strings
2) Removed the calls to snprintf() from the flash_driver.info
implementations. Many of them were used in an unsafe manner
(buffer overruns were possible).

The function free() can be called with a NULL pointer as argument,
no need to check the argument before. If the pointer is NULL, no
operation is performed by free().
Remove the occurrences of pattern:
if (ptr)
free(ptr);
There are cases where the pointer is set to NULL after free(), but
then re-assigned within few lines. Drop the setting to NULL when
this is evident. Anyway, the compiler will remove the useless
assignment so no reason to be too much aggressive in this change.

To prepare for handling TCL return values consistently, all calls
to command_print/command_print_sameline should switch to CMD as
first parameter.
Change prototype of command_print() and command_print_sameline()
to pass CMD instead of CMD_CTX.
Since the first parameter is currently not used, the change can be
done though scripts without manual coding.
This patch is created using the command:

Instances of struct flash_driver are never written to at runtime. For a
small amount of memory saving and also robustness (fewer things for
stray pointer writes to hit), mark them const.

Flash ROM API command PSOC4_CMD_SET_IMO48 is now optional on new devices.
Also code tidy up:
- improved system ROM call error detection
- probe does not require the target to be halted
- default_padded_value and erased_value set to 0
- fixed endianess problem in flash write and protection setting
- removed fancy chip detection table as it would be updated too often
- psoc4 flash_autoerase is now on by default to ease programming
psoc4.cfg distinguishes chip family and uses either proprietary acquire
function of a KitProg adapter or TEST_MODE workaround to "reset halt"

New NOR flash driver was derived from stm32lx.
Procedure ocd_process_reset_inner is overriden in psoc4.cfg
to handle reset halt and system ROM peculiarities.
