Antonio Borneo 4157732bd8 tcl/board: add SPDX tag 
For historical reasons, no license information was added to the
tcl files. This makes trivial adding the SPDX tag through script:
	fgrep -rL SPDX tcl/board | while read a;do \
	sed -i '1{i# SPDX-License-Identifier: GPL-2.0-or-later\n
	}' $a;done

With no specific license information from the author, let's extend
the OpenOCD project license GPL-2.0-or-later to the files.

Alex Ray a1719e0048 TI TMS570 USB Kit board config 
Split TMS570 target into LS31/LS21 and LS20/LS10 targets.
Board for the TMS570LS20SUSB Kit, which uses the TMS570 Cortex-R4 MCU from TI.
Tested attaching.

Andreas Färber 7ca77b090b tcl/board: Add TI TMDX570LS20SUSB board config 
It is derived from ti_tmdx570ls31usb.cfg, using a different TAP ID.
