The jimtcl project supports pkg-config, use it for a simpler
configuration of compiler and linker flags and to enforce the minimum
required package version.
Since the jimtcl pkg-config file is not available on all systems, use
AC_CHECK_HEADER() as fallback.

The issues have been highlighted while integrated jimtcl 0.82,
but were already present.
While building jimtcl as submodule, OpenOCD generates the file
jimtcl/configure.gnu to pass specific configure flags.
Issue 1: this file is not included in the distribution.
This causes the rebuild from the distribution to have a jimtcl
built with different (the default) configure flags.
With jimtcl 0.82 the new default is to enable all the features,
but a bug causes the build to fail when openssl is not installed
in the build system (the bug is already fixed but after 0.82 [1]).
All these together cause OpenOCD Jenkins to fail the build for
target 'distcheck' with jimtcl 0.82.
Add jimtcl/configure.gnu to OpenOCD distribution's file list.
The build system considers jimtcl/configure.gnu as a temporarily
file that should be removed during 'distclean'.
Issue 2: 'distcheck' set read-only permission to the source files,
including jimtcl/configure.gnu, so 'distclean' fails removing it.
Add a leading '-' to ignore errors while trying to remove the
file.
Issue 3: Now that 'distcheck' properly configures and builds
jimtcl, 'distcheck' still fails because we have enabled jimtcl
json support in [2] and jimtcl 'distclean' fails to properly
remove one object file (fixed after 0.82 [3]).
Make OpenOCD removing the file jimtcl/jsmn/jsmn.o to complete
the execution of 'distcheck'. Add a comment specifying which of
the jimtcl versions are affected.

Commit 266a945ad3 ("jimtcl: update to version 0.80 (2020-10-29)")
adds a workaround to permit 'make distcheck' with jimtcl 0.80.
This has been fixed in jimtcl with commit d224c9a2b7b2 ("Makefile:
remove examples.api/Makefile while 'distclean'").
By using jimtcl from latest master branch, the workaround is not
required anymore.
Remove the workaround.

The header files under src/helper/ can currently be included with
either
#include <bits.h>
or
#include <helper/bits.h>
This is because we specify both "src/" and "src/helper/" directories
as include directories. Some files name under "src/helper/", such as
types.h, log.h, and util.h are too generic and could be ambiguous
depending on the search path.
This commit remove "src/helper/" from our include dir and make C files
include explicitly.

The special .DELETE_ON_ERROR deletes the target file on recipe error.
Otherwise, an incomplete output file may be considered up to date
the next time around. .DELETE_ON_ERROR provides reasonable
protection at virtually no cost.

The script spdxcheck.py (used by checkpatch.pl) searches for the
license files in a dedicated folder, split in the subfolders:
"preferred", "dual", "deprecated", "exceptions".
Move the GPL-2.0 license from COPYING to the subfolder preferred,
adding the header required by spdxcheck.py.
The header is copied from equivalent file in the Linux kernel,
made by Thomas Gleixner <tglx@linutronix.de>.
Note: the license in COPYING matches exactly
https://www.gnu.org/licenses/old-licenses/gpl-2.0.txt
Add a minimalist COPYING in the top directory, as required by
automake, pointing to the files in LICENSES.

Update jimtcl to version 0.80.
Add a workaround in Makefile.am to allow 'make distcheck' with the
new jimtcl. A fix is already merged upstream but will be part of
the future release 0.81 of jimtcl.

Commit 4fc0f3530c ("Makefile.am: fix non-POSIX warning from
automake") uses the BSD make extension '!=' to generate the list
of files NEWS-xx, but it's not POSIX (yet), it's not backward
compatible with GNU make 3.82 (used in CentOS 7, EOL scheduled for
2024) and depending on automake evolution it could trigger again
the warning 'apparently' just fixed.
Move in configure the generation of the file list.
The only drawback is that when a developer adds a new NEWS-xx
file, he/she has to run configure again before 'make distcheck',
otherwise will get failure.

To prevent executing the Jim Tcl tests, the makefile's target
'check-recursive' has been overridden in commit 56d163ce79
("jimtcl: update to 0.77, the current version, enable only
specific modules").
This causes a runtime warning during build:
Makefile:6332: warning: overriding recipe for target 'check-recursive'
Makefile:5098: warning: ignoring old recipe for target 'check-recursive'
Instead of override the makefile's target 'check-recursive',
prevent the recursion by re-assigning as empty the variable
SUBDIRS for this specific target only.

Automake issues a warning
Makefile.am:46: warning: wildcard $(srcdir: non-POSIX variable name
Makefile.am:46: (probably a GNU make extension)
because the GNU make function 'wildcard' is not POSIX.
Also the GNU make function 'shell' triggers a similar warning.
Use the POSIX extension '!=', that executes an arbitrary shell
command, to replace the GNU make 'wildcard'.
Don't include the file 'NEWS' because automake already includes it
by default.

This is needed to fix build on aarch64 to get updated config.guess.
Because some newer JimTcl modules that get enabled are failing to
build on some of the platforms OpenOCD supports, enable only a
fixed set that shouldn't cause any issues.
We also disable running Jim Tcl tests on distcheck because they never
worked (before 85358e479e5bbf295a5aaf743f3c29a5e1a4fd1c Jim commit)
but didn't break Jenkins build; with newer version they're getting run
and fail due to limited permissions for filesystem and networking
operations.

This is an attempt to bring the README files in line with the current
status of the OpenOCD development.
- remove some obsolete information and duplicated instructions
- reword some statements
- restructure in a way more appealing to a regular user
- add a supported hardware list to allow a potential user to determine
if his/her usecase is covered by a freetext keyword search through
the document
- Add OSX notes (courtesy GrizzlyAdams and inca)
Since most ftdi-based adapters are now covered by the ftdi driver, I
think it's ok to remove some of the libftdi/ftd2xx instructions, the
few users who still need them should refer to upstream docs instead.
I'm not sure if README.Windows should come with the DOS line endings,
but i'd expect many windows users to use their silly notepad to view
it, and notepad ignores LF apparently. (Decided to use LF anyway.)
I understand discussing and reviewing such a massive README change is
a somewhat demanding task but I feel it's a necessity to move forward
maintaining proper documentation.

make distcheck is used to make packages with OpenOCD release, this
command uses information from Makefile.am files to know which files
should be included in the package and which can be left only in
repository. This patch makes a few headers from recent JTAG drivers
and one txt file with info about target tcl config files included in
released packages.

Rather than having to configure/build jimtcl openocd
will do this as part of its own build.
To use an external jimtcl lib specify disable-internal-jimtcl
to the configure step.

Add --disable-doxygen-html and --enable-doxygen-pdf options to the
configure script, allowing user to change the defaults. These
update the proess of munging the Doxygen configuration file to
use the settings thusly provided. Add options in README.
A single PDF file for the developer manual allows accessing a single
index, browsing, and searching. It takes significantly more time to
build this way, but this patch allows others to look at the results.
Migration Tip: If you have previously built the HTML Doxygen
documentatation, rename your 'doxygen' directory to 'doxygen/html'
to prevent needlessly rebuilding those files.
Remove INSTALL file; automake generates a copy of the latest version.
