When jimtcl is built in maintainer mode, it runs extra tests at
exit to look for memory leak due to jim objects not properly freed
either through Jim_IncrRefCount()/Jim_DecrRefCount() or by passing
it to a jim API.
Add optional OpenOCD configure flag '--enable-jimtcl-maintainer'
to enable jimtcl maintainer mode.
Modify the implementation of macro AX_CONFIG_SUBDIR_OPTION to
allow expanding a variable passed as second argument.

The current AX_CONFIG_SUBDIR_OPTION macro assumes that $srcdir is a
relative path. If it is not, jimtcl/configure.gnu is generated such that
an out-of-tree build will fail at the configure step unless the build dir
is a sibling to the source dir.
Change the generated jimtcl/configure.gnu wrapper to use the same
`dirname $0` trick as jimtcl/configure (which itself is a wrapper around
autosetup).

When passing CFLAGS for example through to the jimtcl subconfigure the
quotes were not being preserved.
