Docs: Proto doc_string approach for cmd help
Add `doc_string` field to `Pass` constructor Add `docs/util/newcmdref.py` to contain command domain Update `docs/util/cmdref.py` with `cmd:usage` and `cmd:optiongroup` for describing commands. Functional, but WIP.
