Ajout des fonctions setlocap, setlores et setloself pour positionner
les valeurs des capacites, resistances et inductances. Ajout des articles correspondant dans Makefile.am Ajout des articles get(loca,lores,loself).3 dans le Makefile.am (un oubli...)
