Printhandler is a generic message logging system for CAD tools.

	1. Prefix message type ("INFO", "WARNING", "ERROR", "TRACE") Using an interface that looks a lot like "printf".

	2. Count messages of each type with configurable limits on how many messages and what type of messages to display

	3. Enable regular-expression-based filtering of messages
