Balakrishna Godavarthi f859d9fda9 qca: Add firmware files for BT chip wcn3990. 
This commit will add required firmware files for wcn3990.
crbtfw21.tlv : RAM FW dump
crnv21.bin : NVM dump.

Updated the Qualcomm Atheros licence file.
