Implement support for the following libgit2 functions:
- 'git_tag_list' and 'git_tag_list_match'
- 'git_tag_foreach'
- 'git_tag_create_lightweight'

tests: always clean up temporary repository dirs
...
Some test repositories are not correctly removed after the tests
did run. Fix by introducing a function that is to be used for
cleaning up temporary test repositories.
