fix: Resolve infinite loop

- This change addresses and resolves an infinite loop. The patch ensures the loop condition is correctly handled, preventing its recurrence.
- Added tests for markdownUtilities.test.ts

Fixes: https://b.corp.google.com/issues/416795337
