target: cortex_m: add detection for Cortex-M52 

Add Cortex-M52 to the list of known Cortex-M implementations to
allow detection of the core.
Values checked against the ARM document "Arm China Cortex®-M52
Processor Technical Reference Manual" 102776_0002_06_en.
