doc/manual/primer/jtag.txt: remove duplicated section name 

The section name 'primerjtag' is used twice, causing doxygen to
complain:
	warning: multiple use of section label 'primerjtag',
	(first occurrence: doc/manual/primer/jtag.txt, line 107)

Rename one of them.
