at91samd: Add flash programming support for SAMC2?N* parts 

Added id, name, flash size and RAM size for following parts to samc20_parts[]:
SAMC20N18A
SAMC20N17A
And the following to samc21_parts[]:
SAMC21N18A
SAMC21N17A
