tcl/board: add Marsohod3 FPGA board config 

Marsohod3 is a cheap FPGA Development and Education board.
Please see http://www.marsohod.org/plata-marsokhod3 for details.

Sample usage:

  openocd -f board/marsohod3.cfg -c init -c "svf -tap 10m50.tap project.svf" -c shutdown
