Felix Lange	4afab7ef76	eth/downloader: move SyncMode to package eth/ethconfig (#30847) ... Lots of packages depend on eth/downloader just for the SyncMode type. The synctarget flag is a developer-flag, that can be useful in some scenarios as a replacement for a CL node.
