eth/catalyst, trie/pathdb: fix flaky tests (#29571)
This change fixes three flaky tests `TestEth2AssembleBlock`,`TestEth2NewBlock`, `TestEth2PrepareAndGetPayload` and `TestDisable`. --------- Co-authored-by: Gary Rong <garyrong0905@gmail.com>
